Meet Roberto
Roberto Benitez is the Founder and CEO of PODAX, the organization pioneering Participation Intelligence, a new framework for measuring meaningful inclusion. Based in Abu Dhabi, he works with governments and institutions to move beyond traditional accessibility metrics and understand whether People of Determination are truly able to participate in society with dignity, opportunity, and purpose.

A Life That Led to a Bigger Mission
Some people discover purpose through careful planning. Others find it through the experiences that challenge them most deeply. Roberto Benitez belongs to the latter.
Surviving the September 11 attacks, overcoming cancer, becoming an above-the-knee amputee, and rebuilding his life in a new country could each have defined his future. Instead, those experiences collectively shaped a deeper understanding of resilience, dignity, and human potential.
Rather than allowing adversity to become his identity, Roberto chose to let it become preparation for serving others.
His journey took another transformative turn when he embraced Islam and made Hijrah to the United Arab Emirates. More than a relocation, it marked the beginning of a life grounded in faith, hope, and purpose.
Living in the UAE also changed how he experienced disability. Feeling respected as a Person of Determination inspired him to ask a question that would eventually define his life’s work:
“If accessibility exists, but people still cannot fully participate, have we truly achieved inclusion?”
That question became the foundation of Participation Intelligence.
Introducing Participation Intelligence
Roberto defines Participation Intelligence simply:
“Participation Intelligence is the practice of measuring whether people are truly able to participate in society, not merely whether accessibility infrastructure exists.”
For decades, inclusion has often been evaluated through physical accessibility—ramps, elevators, designated parking, and compliance standards. While these remain essential, Roberto believes they represent only part of the picture.
Meaningful inclusion asks a different question: Are people actually participating?
Can they access quality education? Secure meaningful employment? Receive healthcare? Travel independently? Engage in culture, sports, public services, places of worship, and community life?
Participation Intelligence shifts the focus from measuring access to measuring outcomes.
From Personal Experience to Measurable Change
PODAX was created to transform that philosophy into a measurable framework.

Strength Through Faith and Family
Roberto often emphasizes that resilience is never built alone.
His wife, Samantha, faced cancer twice, and experiencing those battles together reinforced the importance of perseverance, compassion, and unwavering support.
Throughout every challenge, faith remained his anchor.
His belief in Allah provided strength during life’s most difficult moments and reminded him that while effort is our responsibility, outcomes ultimately belong to Allah. That perspective allowed him to remain focused not on personal hardship, but on serving others.

Roberto approaches leadership as a responsibility rather than a position.
Integrity, humility, gratitude, and service guide every decision he makes. Recognition, including the UAE Vision Award for Social Impact and Leadership, is appreciated, but it is not what he considers success.
Instead, he measures progress by whether governments and institutions begin adopting better ways to understand inclusion through meaningful participation.
He draws lasting inspiration from the character and leadership of Prophet Muhammad (peace and blessings be upon him), whose example continues to shape his understanding of compassion, integrity, and service. He also credits the vision of the United Arab Emirates for demonstrating how bold leadership and innovation can transform communities.
Looking Toward a Global Standard
Although PODAX is still in its early stages, Roberto believes the opportunity extends far beyond a single organization or country.
Beginning in the United Arab Emirates, his vision is to equip governments and institutions around the world with the tools to measure meaningful participation through reliable data and evidence-based decision making.
When asked how he defines success, his answer remains remarkably simple:
“Success is not measured by titles, awards, or financial achievement. To me, success is creating something that continues to improve people’s lives long after I am gone.”
It is a philosophy reflected in every stage of his journey, from personal adversity to public service, and from lived experience to systemic innovation.
